Barbara Locke currently serves as the Administrator for the Florida Department of Health in Dixie, Gilchrist and Levy Counties.  Mrs. Locke has been in her current position since September of 2014.  Prior to serving as a multi-county Administrator Mrs. Locke served in the capacity of Administrator for the Florida Department of Health in Levy County for thirteen years.

Mrs. Locke is a true example of a Public Health Professional.  Her career in the health care field and public health arena has spanned over 40 years. Shortly after earning her nursing degree from  St. Petersburg Junior College, Mrs. Locke began her career as a charge nurse for the Emergency Department at Alachua General Hospital in 1976. In the fall of 1976 Mrs. Locke began her career in public health at the Levy County Health Department where she served as a Public Health Nurse providing nursing services to the community which included weekly nursing clinics, school health and daycare nursing services as well as home care visits.

Mrs. Locke would assume the role of Public Health Supervisor after completing five years of service in the clinics at the Levy County Health Department.  She was responsible for directing the public health programs which included family planning, maternal and child health, immunizations, and general nursing clinics.  Barbara would later go on to serve as the Director of Nurses for 16 years in the same location.

In 1994 Barbara completed her Bachelor of Science degree in Nursing from the University of Florida and in 1998 she was selected to serve as the Interim Administrator for the Florida Department of Health in Levy County.  She would serve in this capacity for three years.  Barbara was later appointed as the permanent Administrator for the Levy County Health Department where she has served for 17 years. Simultaneously, while serving as Administrator, Barbara earned her Master’s Degree in Public Health from the University of South Florida in 1999.   In 2014 Barbara assumed the role as Administrator for the Florida Department of Health in Dixie, Gilchrist and Levy Counties making her among the few in the state to lead multiple County Health Departments. She currently leads a staff of 68 employees in three counties and is responsible for the management of an annual budget of over 3 million dollars.

Barbara’s accomplishments are too numerous to mention.  She has been instrumental in securing thousands of dollars in grant funding to expand services for mothers and children in the Tri-County area.  She has worked diligently to increase partnerships with providers, universities and community groups to bring needed services to our seniors and other vulnerable populations,  all while providing outstanding leadership to the  Florida Department Health in the local county health departments and statewide.  She has served as a preceptor to students in the field of public health and as a mentor to numerous students and young professionals.

Barbara is currently a member of the Florida Public Health Association, National Association of City County Health Officials and the Rural Health Partnership of North Central Florida. She also serves as a board member for Whispering Winds Charter School, University of Florida College of Public Health and Health Professions Advisory Board. Additionally, she serves on the Florida Department of Health Environmental Health Advisory Council among numerous others.
